All six are Ensemble Montréal. The mayor told council she had given her own party a free vote. Some of its members believed council had no business taking up the subject at all, and could not support the motion even after it was changed.
Why this page does not yet name them. The vote was by a show of hands and nobody asked for a recorded vote. The minutes will therefore carry no names. People who were in the room have given us names, but their accounts do not quite agree. One of them counts one person more than the total the president of council announced. So we have written to each person concerned and asked them to confirm their position. This page will publish every answer as it comes, or say that no answer came.
The minutes of 24 August will be submitted for approval at the next council sitting. That is the moment at which a member can have the record of their own vote corrected.
A genocide is not one political characterization among others. It is one of the most serious crimes recognized in international law, and that characterization answers to precise legal criteria.
City council is not an international court of justice. We are not the International Court of Justice and we are not the International Criminal Court.

At the question period, a Muslim resident of the greater Montreal region listed what has happened here. The shootings at Jewish schools in Dollard-des-Ormeaux in November 2023. The attacks on Congregation Beth Tikvah in November 2023 and December 2024. The hanged effigies. The assaults on Orthodox Jewish men in Outremont and the Mile End in July 2026. She asked whether the City had done any public safety assessment of what this motion would do. Then she asked whether his answer meant the motion encourages antisemitic acts.
What I’ve seen it’s doing on in the communities, in all the communities concerned… it’s creating divisiveness in Montreal. That’s what I’ve noticed.
